The large inflatable possibly a balloon like structure almost like an inflated tube surrounded by a big mass of ice being light weighted it could be deployed and filled with water before the arrival of astronauts. Besides, the water that would be available could be converted into rocket fuel easily.

Technically Mars Has Very Thinning Environment That is not quite suitable to support life.
The Extreme Weather And Temperate Would Not Support Life At All.
There is Only Possibility That is Building Ice Homes. That seems Possible According to NASA at least they would be helpful for astronauts.
