9 Cleopatra (1963)
Budget: $339.5 million
Original budget: $44 million
Worldwide adjusted gross: $445.8 million
The 1963 version of Cleopatra is an interesting one. It received very mixed reviews but was still the highest grossing film of the year and received four Oscars. Saying that, it did actually make a loss due to the production and marketing costs being so high, making it is the highest grossing movie to ever make a loss. Therefore, whilst it was a good movie, it wasn't really worth the budget.

10 Pirates of the Caribbean: At World's End (2007)
Budget: $341.8 million
Original budget: $300 million
Worldwide adjusted gross: $1.1 billion
The highest budget award goes to one of the Pirates of the Caribbean movies. It's not surprising that Disney has put so much money into these films because they have been incredibly popular. A gross of $1.1 billion is also nothing to be disappointed with but when compared to the likes of Titanic which, grossed $3.2 billion, it can be argued that it wasn't really worth the high budget that it turned out to be.
